border-bottom-style: dotted; border-bottom-color: rgb(0, 85, 153);">国家质检总局</a>公布了今年4月份进境不合格食品、化妆品信息。在196批次的不合格食品、化妆品中，共有9批次婴幼儿奶粉因质量不合格被销毁或退货，问题主要集中在微量元素不达标和标签不合格。此前，<a href="http://jckspaqj.aqsiq.gov.cn/jcksphzpfxyj/jjspfxyj/jjbhgsptb/201305/t20130506_355630.htm" style="list-style: none; color: rgb(0, 85, 153); text-decoration: none; border-bottom-width: 1px; border-bottom-style: dotted; border-bottom-color: rgb(0, 85, 153);">3月份</a>，也有6批次的婴幼儿奶粉在进境检查时因质量不合格被销毁和退货。</p><p style="margin-bottom: 10px; list-style: none;">在质检总局通报的产品名单上，在3、4月份被查出问题的婴幼儿奶粉包括韩国的铭道秀、星贝儿婴儿奶粉，来自德国的贝唯他、美国的嘉宝婴儿奶粉，来自新西兰的麦高、乐氏奶粉等。</p><p style="margin-bottom: 10px; list-style: none;">其中，在4月份的检查中，智利产的3840千克“凯洛1至4岁儿童成长奶粉”被检出铜含量不符合国家标准要求，所有货品被销毁。产自韩国的两批次总重4505千克的帕斯特博鲁威尔金装1段婴儿配方奶粉则被检出维生素B12、胆碱、维生素B6含量不符合国家标准要求，全部产品被做出退货处理。3批次乐氏婴幼儿奶粉和3批次麦高婴幼儿奶粉被检出标签不合格，这6批次共96.2千克的奶粉均产自新西兰，目前产品已被作出销毁处理。</p><p style="margin-bottom: 10px; list-style: none;">而在3月份，一批次来自韩国的铭道秀配方奶粉I段，总量为8554千克，检出硒含量不达标；二批次来自韩国的星贝儿配方奶粉I段，总量共10550千克，同样检出硒含量不达标。这三批次产品被予以退货处理。此外，两批次的贝唯他婴儿配方奶粉因标签不合格，一批次的嘉宝婴幼儿奶粉因蛋白质含量不符合国家标准要求，共3个批次被予以销毁处理。</p><p style="margin-bottom: 10px; list-style: none;">国家质检总局表示，对此次公布的食品、化妆品问题是入境口岸检验检疫机构实施检验检疫时发现的，并都已依法做退货、销毁或改作他用处理，这些不合格批次的食品、化妆品未在国内市场销售。</p><p style="margin-bottom: 10px; list-style: none;">而据《<a href="http://news.nfdaily.cn/content/2013-06/04/content_70312645.htm" style="list-style: none; color: rgb(0, 85, 153); text-decoration: none; border-bottom-width: 1px; border-bottom-style: dotted; border-bottom-color: rgb(0, 85, 153);">南方日报</a>》6月4日报道，国家质检总局通报的4月份不合格产品中，196批次中有37批次是进口乳制品，包括进口奶粉、液态奶、乳饮料、奶酪等品种。而在3月份的165批次不合格产品中，34批次进口乳制品检出问题。</p><h3 class="thirdTitle" style="margin-bottom: 8px; list-style: none; font-family: 微软雅黑; font-size: 16px;">洋奶粉准入门槛提高</h3><p style="margin-bottom: 10px; list-style: none;">上述南方日报报道援引业内人士表示，随着我国对进口乳制品进一步强化管理，越来越多问题洋奶粉将被拒入境。</p><p style="margin-bottom: 10px; list-style: none;">据《<a href="http://bjyouth.ynet.com/3.1/1305/01/7983770.html" style="list-style: none; color: rgb(0, 85, 153); text-decoration: none; border-bottom-width: 1px; border-bottom-style: dotted; border-bottom-color: rgb(0, 85, 153);">北京青年报</a>》5月1日报道，近年来无论从官方正规渠道进入国内，还是代购等形式进入国内的乳制品，问题产品的发现率都呈现上升态势。2012年1至9月，国家各地检验检疫部门检出的问题入境洋奶粉总量约140吨，其中一半为婴幼儿奶粉。婴幼儿奶粉、**奶粉、乳清粉存在的问题包括有亚硝酸盐超标，或蛋白质、维生素等指标不符合我国标准等。</p><p style="margin-bottom: 10px; list-style: none;">此前，国家质检总局2013年1月24日公布的《<a href="http://www.aqsiq.gov.cn/xxgk_13386/jlgg_12538/zjl/2013/201302/t20130201_342349.htm" style="list-style: none; color: rgb(0, 85, 153); text-decoration: none; border-bottom-width: 1px; border-bottom-style: dotted; border-bottom-color: rgb(0, 85, 153);">进出口乳品检验检疫监督管理办法</a>》（以下简称《办法》），于2013年5月1日起正式实施。这意味着包括婴幼儿奶粉在内的进口乳品将通过更严格的检疫准入门槛。</p><p style="margin-bottom: 10px; list-style: none;">根据《办法》，质检总局对向中国出口乳品的国家或地区的食品安全管理体系和食品安全状况进行评估，只有合格并符合中国食品安全国家标准的乳品方可入境。进口乳品商要向公众公布乳品种类、产地、品牌等信息，记录进口乳品的入境检验检疫证明编号、名称、生产日期或批号、保质期等，记录保存不少于2年。</p><p style="margin-bottom: 10px; list-style: none;">而据《<a href="http://bjrb.bjd.com.cn/html/2013-05/14/content_72584.htm" style="list-style: none;
